外国人来华工作许可是中国政府对外国人申请到中国工作实行统一准入标准和审批监管的全新制度，是对原有制度的改革和完善。改革重点实现五个统一：

统一管理职能，实行权责一致。外国人来华工作由原申办外国专家证、外国人就业证改为统一申办《外国人工作许可证》，我省统一由市(州)外专部门进行办理。

统一评价标准，实行分类管理。制定了《外国人来华工作分类标准(试行)》，综合运用计点积分制等政策工具，来华工作外国人员分为高端人才(a类)、专业人才(b类)以及其他人员(c类)。设计了积分要素计分赋值表，达到85分认定为a类，60分以上为b类，60分以下为c类。
